Update: Service interruptions

Dear colleagues,

All external services have been restored. The RIPE NCC experienced a 
major network failure due to a malfunctioning load balancer that has now 
been replaced. With the cause isolated, a thorough review is being 
conducted and a detailed report will be posted in the coming week to 
RIPE Labs.

you're trying to reach. We thank you for your patience during this 
unexpected occurrence.
