Actually, it hasn't, there's the exception for transit networks - which
is used for lots of interesting things.
This is completely off-topic on members-discuss, though - if you want
to discuss the assignment rules for IPv4 or IPv6 PI space, please be
my guest on the address-policy mailing list.
(OTOH, *charging* for PI objects is decided by the membership, even
though the address-policy WG expressed the recommendation to make it so)
