Yes - any policy text which 'requires the recipient to have operational need for the address space, and to demonstrate that need to their RIR for transfer approval' is deemed a "compatible, needs-based" policy [1]. The specific criteria on recipients should be that which the RIPE community feels is appropriate for its region.
