The actual *text* to be changed is in conflict with the text introduced (but not yet policy) of 2007-01. The idea behind the proposal is *not* in conflict with 2007-01. So a bit of "sequential processing" is needed - the specific wording for this proposal will need to be adapted if 2007-01 becomes policy in the meantime. But first of all, let's hear your thoughts about the idea behind this.
