The Chairman opened the meeting at 13:00 (UTC+2).

1. Agenda Setting

1.1 Apologies, New Agenda Points

Salam Yamout participated from 15:00 until the end of the meeting.

2. Update on RPKI Outage

Felipe Victolla Silveira provided a report on the recent outages of the RPKI service and presented a mitigation plan.

The RIPE NCC Executive Board noted that it wants to continue working on a project plan, as agreed at the last joint meeting of RIPE NCC Executive Board and APNIC Executive Council in September 2019.

3. Sanctions

To anticipate the more stringent application of sanctions and restrictive measures, the Executive Board decided that the RIPE NCC has to freeze provision of services to sanctioned members and proceed with the commencement of an audit of the relevant accounts, until the RIPE NCC has received clarification on the scope and applicability of sanctions imposed on these members from relevant authorities. The Board confirmed that the RIPE NCC should also pro-actively seek an exemption on a higher level (Resolution EB#132-R-03). This task also needs to be addressed on a global level and beyond EU jurisdiction. If necessary, the RIPE NCC will update the relevant operational documents. The Board also notes that the global pandemic has highlighted that the Internet is a critical tool in meeting essential needs for humanity, and it is committed to minimising negative effects on end users’ access to this much-needed global network.

Resolution EB#133-R-01:
The RIPE NCC Executive Board is committed to complying with applicable sanctions obligations and directs the RIPE NCC to execute the appropriate response and investigate any means, within the provision of the law, to support the continued stable operation of the Internet according to its mission. The Board also reaffirms its understanding that the registration and management of Internet number resources, including IP addresses, should be outside the scope of political disputes.

The RIPE NCC Executive Board unanimously adopted the resolution.

4. AOB

4.1 General Meeting

For the General Meeting, the RIPE NCC will use the Zoom Webinar platform and also provide streaming on the ripe.net website, and it advised against using another platform. Security items with Zoom can be mitigated. The RIPE NCC will publish an article outlining its plans shortly.

4.2 RIPE Chair/RIPE Vice Chair

The Executive Board Chairman and Secretary will have a conference call with the Chair of the RIPE NomCom to discuss possible remuneration of the future RIPE Chair/RIPE Vice Chair according to the framework.

The Chairman adjourned the meeting at 16:20 (UTC+2).
