Charging Scheme Task Force Minutes (2 June 2025)

1. Welcome

Task Force Co-Chair Peter Hessler opened the meeting and welcomed everyone. He noted that Co-Chair Ondřej Filip and Fergal Cunningham were unable to attend due to their participation at a conference. He also reminded the group that the comment period for the report had closed, and asked whether anyone had received any additional feedback. He confirmed that he had not received any further input.

One person reported that they had received a message suggesting the implementation of a linear charging scheme with caps, as an alternative to the proposed categories principle.

2. Feedback on members-discuss

The group reflected on the discussion taking place on members-discuss after a call for comment on the draft report went out from the task force. They noted that the discussion had involved significant conflict and lacked constructive input on the draft report.

The group noted that the goal of the task force was to ensure an equitable charging scheme and predictable funding for the RIPE NCC, enabling the organisation to plan over medium-term timescales.

3. New Legacy Principle

The group agreed that a new principle, drafted in response to member feedback on the ‘Charging for Legacy Space Holders’ section of the draft report, needed to be substantiated by data. Specifically, they requested data on how legacy space is distributed among the membership, to better understand the possible consequences of the principle.

The RIPE NCC was asked to see if these statistics could be provided and if these could be shared with the task force.

Peter agreed that the task force would work through the final legacy principle at the next meeting once the data had been received and closed the meeting.
