The RIPE NCC is one of five Regional Internet Registries (RIRs) that support the global operation of the Internet. The RIPE NCC is an independent, non-profit organisation responsible for distributing and administering Internet number resources for over 10,000 members in Europe, the Middle East, and parts of Central Asia. The organisation supports the global Internet community by providing data, expertise and a neutral platform for the exchange of ideas.


The Georgian National Communications Commission, which consists of five members appointed for a period of six years, was established on July 1, 2000. Mr. Vakhtang Abashidze is the Chairman of the Georgian National Communications Commission. Mr. Akaki Sikharulidze, Mr. Kakhi Bekauri, Ms. Sofia Britanchuk and Mr. Irakli Moseshvili are the Members of the Commission. Eight structural units form the structure of the GNCC. The Commission has a Press Secretary and Consumer Rights Public Defender's Office.

The Commission is a legal entity of public law and a constant independent state authority. The Commission shall submit its annual activity report to the President and the Parliament of Georgia. The Commission is not subordinated to any of the state authorities. It is not financed by the State Budget; its source of revenue is the regulation fee paid by the authorized undertakings and licence holders in the field of electronic communications and broadcasting.

Inadmissibility of monopolistic activity in the field of communications, establishment of fair and equal competitive environment, introduction of modern technologies and establishment of effective cooperation with international organizations, as well as defence of the consumers' legal interests are some of the main goals and tasks of the Commission.

One of the main functions of the Commission is to encourage the provision of service and activity with electronic communications networks and facilities, the establishment of a competitive environment on the TV and radio broadcasting market of Georgia, determine the priorities of TV and radio broadcasting on the basis of public opinion and define the conformity of broadcasting conception submitted by licence seekers, with these priorities. In order to ensure the fulfillment of license conditions and the fulfillment of the Laws “on Broadcasting”, “on Copyright”, “on Defending Minors from Unwholesome Influence”, “on Advertising” and “on State Secret”, the Commission shall carry out the monitoring of TV and radio broadcasting.
