The RIPE NCC Executive Board appointed one individual to serve a three-year term on the NRO NC, beginning 1 January 2018.

The appointment was made at the RIPE 75 Meeting in Dubai, United Arab Emirates from 22-26 October 2017.

Motivation for nomination
Hervé has been regularly attending RIPE and Afrinic meetings for a long time, he actively participates in the Address Policy working group. Hervé is also familiar with ICANN and is active in ISPCP. I am convinced he is an appropriate candidate for this position.

Biographical information
Hervé is a French citizen, based in Paris. After statistical studies, he has worked within the Research&Development division of Orange, formerly France Telecom, during ten years as network dimensioning and QoS Project manager before joining the Numbering, Addressing and Naming (NAN) Department in 2010.

Hervé is now Head of this Department at Orange. He has the functional responsibility of the “ex so-called extra large” fr.telecom LIR and has consequently the operational experience of the management of IP resources and AS numbers at large scale. Furthermore, Hervé coordinates at Orange Group level the technical policies on Addressing issues expressed in international structures or bodies (RIPE, RIPE NCC and AfriNIC) and supports the LIRs within the Group (Europe, Middle East and Africa) regarding for instance their relationship with the RIRs.

As such, Hervé has attended all the RIPE Meetings and RIPE NCC General Meetings since 2010. He is an active member of the RIPE community: Hervé first contributed with its Orange author to the completion of the 2010-02 policy proposal (the accepted “last /8 policy”) and is the co-author of the policy proposal 2017-02 "Regular abuse-c Validation". He is particularly involved in the Address Policy Working Group discussions.

Hervé participates regularly in AfriNIC meetings by representing African Orange affiliates and taking part actively and physically to the current policy proposals discussions in the context of IPv4 resources depletion. He tries to push positions favorable to the entire Internet Community.

Another mission of the Orange NAN Department is the contribution to the strategy with regard to Internet Naming. During the transition of the stewardship of the “IANA functions” from the US Government to the international community, he promoted the multistakeholder model. After the completion of the transition, he closely follows the topics related to the ICANN accountability improvement Work stream 2, and also the current technical ICANN issues (as DNS security) within the ICANN Internet Service Providers and Connectivity Providers (ISPCP) Constituency of which he is a member. Hervé attended the second last ICANN meeting in Copenhagen and will be present in Abu Dhabi.

It should also be mentioned that Hervé is member of the European Telecommunications Network Operators' Association (ETNO) Naming, Addressing and Numbering Issues (NANI) Working Group. In close relationship with the chair of the WG, he shares European information regarding Naming and Addressing current topics and drives relevant discussions within that Group.

With this strong experience in both Naming and Addressing fields, Hervé hopes to represent at best the RIPE NCC on the NRO Number Council. His goal as ASO councilor would be to continue to defend the current multistakeholder model, work on the accountability of the ASO in the frame of the Work Stream 2 and develop global reflections referred to RIPE NCC priority subjects as security and accuracy of the registries.

Nick Hilliard

Motivation for nomination
James is an active member of the RIPE Community and has a good deal of experience dealing with both the RIPE NCC and global number resourcing policy over the last years. During his time working at the RIPE NCC, he has worked in policy implementation, and has actively been working in the IP addressing field for about 9 years. I believe that James would be a good candidate for this position and that his experience in the area would be an asset to the community.

Biographical information
James is currently the Senior Manager of IP Address Management at Liberty Global, within the company's pan-European Core Network & Operations. Among other responsibilities, he is relied upon to build internal policies for the IP number resources across Liberty's 11 operating countries in line with RIPE polices, collaborate with various local and global IP stakeholders of different backgrounds and cultures, and address critical challenges and formulate required actions.

Prior to this role, James worked for the RIPE NCC as an IP Resource Analyst from 2008 to 2013. During this period of close analysis and deliberation on a multitude of RIPE polices with colleagues and educating RIPE NCC members accordingly on a daily basis, James developed his deep understanding of various RIPE topics such as Address Policy, the Policy Development Process (PDP), the significance of RIPE Database and Routing Registry accuracy, and a range of community matters. He also learned the importance of upholding the integrity of the principles and values on which RIPE is built.

James officially represented the RIPE NCC at multiple RIPE-related events – RIPE Meetings, MENOG, IPv6 workshops, and training courses.

He held various IT positions in Amsterdam and Luxembourg since receiving his BSc degree IT and Telecommunications from the University of Limerick in 2005. More details can be found in his LinkedIn profile.

James has been an active member of the RIPE community and contributor to the working group mailing lists since leaving the RIPE NCC. He is also responsible for the management of the 16 RIPE LIR accounts within his organisation and strongly advocates correct maintenance of the RIPE Registry. James regularly represents the organisation and our LIRs at RIPE meetings, General Meetings and MENOG to keep abreast of registry matters, policy developments and continue to build his relationships within the community.

He is also an Address Policy maker. In policy 2015-02, he is the proud author of the RIPE Address Policy that received the most support from the RIPE community. This experience gave James key practical insight into how the RIPE PDP operates end-to-end.

This is an important period for the NRO as interest in the RIR process grows. The attendance of seven ICANN board members at RIPE74 demonstrates this. James is also keenly aware of the challenges to our registry system that have emerged since RIR IPv4 exhaustions. Coupled with the previously mentioned relevant knowledge and experience, James is confident he can fulfil the requirements of this position on the NRO NC and best represent the RIPE NCC by providing:

• clear and reliable communication to the NRO EC on global policy developments
• an assured message – in alignment with NRO colleagues – to third parties on global polices and any related questions or inquiries that may arise
• full support to the NRO NC in streamlining internal processes and practicalities needed to help accomplish NRO objectives
