Motivation for nomination
My motivation for this election is clear: I want to continue serving the RIPE community by strengthening the Internet against political influence, monopolisation, and the risks of fragmentation. The global system for managing Internet Number Resources is a decentralised, multistakeholder-driven model designed to ensure the fair, efficient, and secure allocation of critical Internet resources. 

Internet Resources form the foundation of every communication in Cyberspace.

I want to emphasise the relevance of the NRO system, which for many years has ensured stability, fairness, and transparency in Internet Number Resource management. Recognising this achievement and building on it is essential for the Internet’s future.

Shaping the Internet is a complex technical and moderative process, but one that must also remain aware of geopolitical and economic changes. The needs of the community must be identified, and technical solutions must be further developed and embedded in a way that truly serves the community. I am committed to continuing to listen to you – to represent your ideas, proposals, and priorities – and to ensure that they are heard in the global process.

I will work to guarantee long-term stability of the Internet, aware to evolving requirements, to defend the bottom-up multistakeholder model, and to highlight the potential of technical innovation for the benefit of  society, and our community.

I would be grateful for the opportunity to continue learning, working alongside you, and shaping the Internet together – while faithfully representing the interests of the RIPE community.

Biography

I have been an active member of the RIPE community since 2007, combining nearly two decades of professional experience in Internet Infrastructure Development, Digital Governance and Multistakeholder Cooperation.

My professional journey began in a data centre at the age of 17, in 1999 I graduated with a Diploma in Computer Science. Since 2001, I have served as an Executive Officer at the German Federal Ministry of the Interior, where my focus has been on digital transformation.

In 2009, I established the Local Internet Registry (LIR) de.government, dedicated to the operation and management of Internet Number Resources for Germany’s public administration. This work centred on the design of secure, IPv6-based infrastructures and the development of sustainable and resilient networks. It also provided me with the opportunity to represent German and European values in international organisations and standardisation bodies.

Throughout my career, I have acted as a bridge between the technical and political spheres – ensuring that public sector needs are represented policy conform in RIPE NCC processes, translating political priorities into technical solutions, and facilitating dialogue across diverse stakeholders. I have actively contributed to ICANN, ITU, IETF and IGF, gaining extensive experience in organising and moderating international multistakeholder cooperation.

In 2024, I was elected to the Number Resource Organization Number Council (NRO NC), a milestone in my career. During my term, I supported the review of the Internet Coordination Policy (ICP-2) and the drafting of the new RIR Governance Document, developed through an open, community-driven process. This experience has reinforced my conviction that stability, transparency, fairness, bottom-up governance, and regional responsibility must remain the guiding principles of Internet Number Resource management.

Motivation for nomination
Dear members of the RIPE community,

I am honoured to submit my candidacy for the Number Resource Organization Number Council (NRO NC) seat for the 2026–2028 term. Since 2022, I have served as CEO of InterLIR GmbH, where I manage a full spectrum of IP address services, including buying, selling and leasing IPv4 and IPv6 resources, guiding organisations through renumbering projects, and providing strategic IP consulting. Our clients range from small start-ups to multinational enterprises, which has given me a broad view of the operational realities and challenges faced by network operators of every size.

I hold a master’s degree from Humboldt‑Universität zu Berlin and began my professional journey working in public‑sector representation at the Greater Birmingham and West Midlands Brussels office. Those experiences gave me a solid foundation in international cooperation and policy-making.

Why I am running

The NRO NC’s mandate—to oversee global policy development, advise the ICANN Board on number resource allocation, recommend recognition of new Regional Internet Registries and nominate candidates to the ICANN Board—is vital to preserving a stable and open Internet. In my current role, I implement RIPE policies daily and see their effects firsthand. I help businesses navigate IPv4 scarcity, manage transfers and plan their transition to IPv6. This ground‑level experience allows me to identify where policies work well and where they could be improved for clarity, fairness and efficiency. My background in both public service and private-sector IPv4 and IPv6 management provides a unique perspective: I understand the balance between high-level policy objectives and the practical needs of those who use these resources.

Supporting inclusive, evidence‑based governance

The RIPE NCC emphasises collaboration with international and regional partners to promote evidence‑based decision‑making and inclusive governance mechanisms. This multi‑stakeholder approach is fundamental to the Internet’s resilience. If elected, I will uphold these values by ensuring that policies reflect the needs of diverse stakeholders—from small enterprises to large service providers—and by working with other RIRs, governments and technical communities to share insights and best practices. My early career in regional representation taught me the value of bridging different stakeholders’ interests, a skill that I now apply when working with clients across Europe and beyond.

Bringing practical experience and commitment

Throughout my time at InterLIR, I have attended every RIPE meeting to stay engaged with the community. I believe that my hands-on experience in IPv4 management, coupled with my technical understanding of addressing and routing, positions me well to contribute to the NRO NC. I intend to:

  • Advocate for clear and transparent policies governing IPv4 transfers and lease arrangements.
  • Support initiatives that accelerate IPv6 deployment and strengthen long-term Internet scalability and security.
  • Represent the operational realities of both small and large network operators.
  • Promote evidence‑based decision-making and inclusive dialogue across the community.

I am committed to investing the necessary time and energy to represent the RIPE community professionally and to ensure that our policies remain forward‑looking, practical and equitable. I hope to contribute my knowledge and experience to the important work of the NRO NC, and I respectfully ask for your support.

Biography

Alexander Timokhin is the CEO of InterLIR GmbH, a marketplace that tackles global network‑availability issues by offering real‑time IP‑address leasing and market visualization. Since taking the helm in May 2022, he has grown the platform into an international hub used by companies ranging from start‑ups to global enterprises to lease, sell and manage IPv4 resources. Alexander oversees transactions, compliance and strategic IP consultancy, guiding clients through complex transfers, renumbering projects and IPv6 planning. His hands‑on experience with RIPE NCC policies gives him insight into how number‑resource rules affect network operators of all sizes.

Alexander earned a master’s degree from Humboldt‑Universität zu Berlin, a leading research institution ranked 84th worldwide and fourth in Germany in the Times Higher Education World University Rankings 2025.  Before InterLIR, he was part of the team the Greater Birmingham and West Midlands Brussels office, which supports the region by securing European funding and building stronger links with EU institutions and decision‑makers. This early experience in international relations and public policy complements his technical expertise and helps him bridge the gap between high‑level policy objectives and operational realities. Alexander regularly participates in the RIPE community and applies his diverse background to advocate for transparent, inclusive governance in Internet number‑resource management.

Motivation for nomination
As a hands-on network operator with 24+ years of experience across IXPs, NIR, service providers and large platforms, I stand for a neutral, open and free Internet. The role of the NRO NC is essential to keeping the multistakeholder model strong. It ensures that global number resource policies are developed transparently, that ICANN receives advice grounded in real operational knowledge, and that the selection of ICANN Board members is handled with independence and integrity. For me, neutrality and privacy are not abstract ideals. They are conditions that make the Internet resilient and trustworthy.

I am aware that there are many challenges ahead. These include balancing routing security with operational realities, improving registry data quality, keeping governance processes fair and transparent, and resisting pressures that could centralise control or weaken community trust. My motivation is to keep pushing for practical solutions. I want to support policies, tools and community-driven processes that strengthen resilience without sacrificing openness, neutrality or privacy. It is not an easy fight, but it is one worth committing to.

Biography

Brazilian & Italian, based in Purmerend, The Netherlands. Senior Network Engineer at a global-scale online platform with 24+ years of experience in network architecture and operations at IXPs, NIRs, service providers, and large platforms. Architect and maintainer of NIC.br/IX.br’s route-server and flow projects, enabling secure and automated routing for thousands of peers across 38+ IXPs. Prior roles include AMS-IX and several international carriers. Elected member of the Linux Professional Institute Board of Directors and former MANRS Ambassador. Post-graduate in advanced network management and over 40 professional certifications in networking, cloud, and security.
