Constanze Bürger

As the current chair of the NRO NC I can testify how the involvement of Constanze in the Council activities has been particularly productive and valuable. Since she has started her mission within the NRO NC, Constanze has immediately shown a sharpened interest and curiosity on how the Group works.

Moreover, she has a perfect sense of the role and importance of the regional communities and is continuously dedicating time and effort to hear from them and report these discussions to the Group. That is particularly precious in our ICP-2 related mission. For these reasons, and others, I strongly support the application of Constanze.

Her role in establishing the LIR de.government and her experience representing German and European values in international organizations showcase her practical understanding of how Internet governance intersects with public policy needs.

Constanze's motivation for this election resonates deeply with the foundational principles I helped establish when we created RIPE: her commitment to strengthening the Internet against political influence, monopolisation, and fragmentation threats reflects the same bottom-up, multistakeholder values that have guided our community for decades. Her experience across ICANN, ITU, IETF, and IGF provides her with the broad perspective necessary to navigate the complex international landscape of Internet governance.

Having observed her work firsthand, I can attest to Constanze's remarkable qualities of experience, kindness, and impartiality - essential for effective representation on the NRO Number Council. Her recent election to the NRO NC and contributions to the Internet Coordination Policy review demonstrate her practical commitment to the stability, transparency, and fairness that must continue guiding Internet Number Resource management.

The Internet community needs representatives who understand both the technical complexities and the broader implications of our decisions. Constanze Buerger embodies this understanding while maintaining the community-focused approach that has been the hallmark of successful Internet governance. I wholeheartedly endorse Constanze Bürger for the NRO Number Council and encourage the RIPE community to support her candidacy.

I would like to express my support for the candidacy of Constanze Bürger for the NRO NC. I have got the privilege of working with Constanze Bürger for over the past two years in the context of the ICP-2 review process, which has been benefiting a lot from her expertise and experiences in Internet governance. Constanze understands the intricate technical and policy issues that ICANN deals with regularly. Constanze’s performance as NRO NC member over the past two years showed she has got in-depth experience in organizing and moderating international cooperation. 

Constanze has been making efforts on the stability and security of the Internet's infrastructure in different regards for many years. And her role as RIPE representative to NRO NC will further her contribution to the global Internet ecosystem.

My name is Andrei Robachevsky, and I serve as Technical Director of the Internet Integrity Program at the Global Cyber Alliance. I have had the privilege of working with Constanze and other colleagues during my term on the NRO NC over the past year.

I have known Constanze for more than 15 years as a passionate and dedicated member of the RIPE community. She has consistently demonstrated deep commitment to the RIR system and its bottom-up governance model—principles she has actively promoted through her work within Germany’s public administration.

I particularly recall her leadership in advancing IPv6 adoption across the German public sector, where she skillfully bridged technical, policy, and administrative dimensions to achieve tangible progress.

More recently, during our collaboration on the ICP-2 review within the NRO NC, I was impressed by her strong sense of community needs, her dedication to consensus-building, and her excellent teamwork.

Alexander Timokhin

My name is Lars Steffen and I am currently Head of International Digital Infrastructures and Resilience at eco – the Association of the Internet Industry. I am also Vice President of EuroISPA. I have over fifteen years' experience of engaging in internet technology and policy discussions. I am a member of the Internet Society and the Internet Governance Forum Germany, and I have held various roles at ICANN.

I am pleased to endorse Alexander Timokhin's nomination for a position on the NRO Number Council. As the CEO of InterLIR, Alexander brings a wealth of experience in managing IP address resources within the RIPE NCC service region. His leadership demonstrates a solid grasp of resource allocation, registry operations and the ever-changing landscape of internet number management. His insights into IP address market dynamics and digital infrastructure demonstrate the analytical rigour and foresight necessary for guiding global number policy.

Under his leadership at InterLIR, he has consistently maintained open and transparent communication with stakeholders. This commitment closely aligns with the values of the NRO and RIR system, supporting the development of policies through consensus and inclusive community input. His respect for multi-stakeholder processes positions him well to bridge diverse perspectives within the NRO NC.

This dual perspective would be invaluable to the NRO NC, where global coordination must reflect regional nuances. His participation would contribute to the development of cohesive policy guidance that balances local concerns with global realities.

While I do not know Alexander personally, I have been working with WIVACOM as a client and have witnessed the professionalism and reliability besides a deep knowledge of the market within the organisation under his leadership.
