RIR Governance Document Version 2: Summary of Differences and Rationale for Changes Published

Following the publication of the second draft of the RIR Governance Document on 28 August 2025, the NRO NC has published an accompany document outlining the major differences between the two versions and the rationale behind making these changes. The summary further explains why certain suggestions, though considered thoughtful and constructive, were not adopted in the revised text.

On 14 April 2025, the Number Resource Organization Number Council (NRO NC) released the first draft of the new RIR Governance Document. This initial draft was subject to a community consultation and ICANN Public Comment process, which ran from 14 April until 27 May 2025. During this period, numerous members of the Internet community contributed valuable feedback on the proposal.

After a careful review of the submissions, the NRO NC incorporated community input into the development of a revised version. The second draft of the Governance Document was published on 28 August 2025, marking the launch of a second round of consultation and ICANN Public Comment.

The NRO NC expressed its appreciation to all members of the community who engaged with the process and contributed feedback on the first draft.
