                         CHARTER FOR RARE WORKING GROUP ON
                                CHARACTER SETS
                                    (WG-CHAR)

1. OBJECTIVES, SCOPE AND METHODS
 
1.1 Objectives

The objectives are:

a. To provide a forum for coordination of European efforts
   to introduce support for multiple character sets in 
   networked services

b. To promote standards and practices which allow the 
   inter-operation of services using different character sets

c. To encourage the availability of commercial products
   supporting multiple character sets

1.2 Scope

The scope of the group encompassing the development of both 
standards and applications, including:

- Determining the requirements of the RARE community for
  future support of the languages it encompasses

- Developing mechanisms to allow existing services and 
  terminal equipment to usefully transport and display 
  multiple character sets

- Identifying the issues of fallback representations for 
  Roman-based characters and transliteration for non-Roman
  alphabets

- Promoting pilot implementations of services supporting
  multiple character sets 

1.3 Methods

To achieve the above objectives, the following means and methods are 
to be used:

- Exchange and dissemination of knowledge and practical experiences 
  via e-mail-distribution lists and during occasional meetings 
  of WG-CHAR. 

- The creation of small Task Force groups to address specific issues.

- Necessary administrative, secretarial and organisational support 
  is provided by RARE Secretariat in accordance with tasks and 
  procedures as agreed on between WG-CHAR convenor and RARE-Secretariat.

- Liaison with manufacturers and service providers to promote awareness
  and availability of services which respect the linguistic needs of
  the community.

2. MEMBERSHIP

Membership is open to anyone who wishes to join the WG-CHAR mailing list.

        - Experts in the computer-representation of languages

The policy on standards follows the general RARE policy:

- The group should strive to pursue open standards where possible

- Where such standards are not available, other solutions may be
  proposed

- The group should be constituted in such a way that it is a body
  acceptable for the purposes of having change control over Internet 
  standards documents

Communication and co-ordination with other RARE Working Groups is 
achieved by:

- Co-ordination of work programs via the RTC
- Cross-participation in related groups
- Joint task forces created in co-operation with other groups

1.1 Objectives

The objectives are:

a. To act as a focus for user-requirements for emerging 
   technology

b. To promote standards which allow the inter-operation of
   multimedia services across open networks

c. To act as forum for discussion between developers,
   users and service providers about requirements and
   quality.

d. To act as a catalyst in the development of new 
   applications.

1.2 Scope

The scope of the group covers requirements, standards
and products for networked multimedia services, including:

- Video conferencing

- Multi-party collaborative-working applications

- Delivery of video output from supercomputers

- Enhancement of traditional applications (such as mail)
  to include multi-media features.

1.3 Methods

To achieve the above objectives, the following means and methods are 
to be used:

- Exchange and dissemination of knowledge and practical experiences 
  via e-mail-distribution lists and during occasional meetings 
  of WG-IMM. 

- The creation of small Task Force groups to address specific issues.

- Necessary administrative, secretarial and organisational support 
  is provided by RARE Secretariat in accordance with tasks and 
  procedures as agreed on between WG-IMM convenor and RARE-Secretariat.

- Liaison with manufacturers and service providers to promote awareness
  of user requirements.

- The initiation of pilot projects to demonstrate the viability of
  multimedia services.

1.1 Objectives

The objectives are:

a. To provide support for individual network users and communities
   having common interests

b. To promote the use of group communication systems as a tool
   for end-users in the execution of their daily work

c. To promote the use and availability of networked information 
   services as an information resource for the research community.

1.2 Scope

The scope of the group is wide and includes:

- Publicity, Training and Documentation materials

- Architecture and protocols for information and communications
  systems

- Promotion and development of specific applications

- Tools for the collection and maintenance of networked information

- Policy and legal issues

1.3 Methods

To achieve the above objectives, the following means and methods are 
to be used:

- Exchange and dissemination of knowledge and practical experiences 
  via e-mail-distribution lists and during occasional meetings 
  of WG-ISUS. 

- The creation of small Task Force groups to address specific issues.

- Necessary administrative, secretarial and organisational support 
  is provided by RARE Secretariat in accordance with tasks and 
  procedures as agreed on between WG-ISUS convenor and RARE-Secretariat.

- Liaison with network support staff from RARE, RIPE, EARN and EUnet
  communities, with the Coalition for Networked Information and with
  User Services activities within the IETF.

                                LOWER-LAYERS TECHNOLOGY
                                        (WG-LLT)

1. OBJECTIVES, SCOPE AND METHODS
 
1.1 Objectives

The objectives are:

a. Forum for communication among experts and information for non-
   experts in the area of Lower Layer Technology i.e. layer 1 up
   to and including layer 4 of the OSI-RM.

b. Act as a channel for highlighting areas, within the scope of 
   Lower-layer Technology, which require more intensive study, 
   i.e. to act as idea generator for Task Forces.

c. Propose the creation of Task Forces to the RTC and review 
   the results of Task Forces on request of the RTC.
 
 
1.2 Scope

The scope of the activities of WG-LLT is the basic technology of
providing end-to-end connectivity between network users. The following
areas of interest are identified:

- Transmission and switching technologies; their availability and 
  applicability

- Routing and addressing issues

- Transport protocols.

- Use of Lower Layer protocols; e.g. profiling and multiple protocol 
  support.

- The development of services offered by commercial data networks
  as far as of interest for the RARE community and to formulate 
  technical requirements for that type of services.

- WG-LLT's mission is primarily focussed on new technologies, i.e. 
  technologies not yet in operational services, without being 
  restricted to that in case WG-LLT's expertise is beneficial to 
  carry out RARE's technical work programme.

- WG-LLT may act as advisory body on request of operational 
  service providers as far as appropriate in case WG-LLT's 
  expertise is needed.
 
 
1.3 Methods.

To achieve the above objectives, the following means and methods are 
to be used:

- Exchange and dissemination of knowledge and practical experiences 
  regarding Lower Layer technology, via e-mail-distribution lists and 
  during occasional meetings of WG-LLT. 

- Task Forces within the area of interest of WG-LLT are authorised 
  to create their own distribution lists.

- Necessary administrative, secretarial and organisational support 
  is provided by RARE Secretariat in accordance with tasks and 
  procedures as agreed on between WG-LLT convenor and RARE-Secretariat.

- Liaise with relevant bodies regarding end-to-end connectivity
  and RARE's requirements in that area.

- Evaluate the standards under development and give input to 
  standardisation bodies as far as appropriate. Liaise with IETF and
  EWOS.

1. OBJECTIVES, SCOPE AND METHODS
 
1.1 Objectives

The objectives are:

a. Developing messaging services to provide an effective tool
   for end-users in the execution of their daily tasks.

b. Forum for communication amongst the managers of e-mail services,
   the developers of e-mail products and the representatives
   of e-mail users.

c. Promoting standardisation activities which contribute to better
   services for end-users.
 
1.2 Scope

Activities cover a wide field from standardisation of protocols 
through to the encouragement of quality user interfaces. Particular
areas of interest are:

- Service requirements

- Distribution strategies

- Gateways and connectivity

- User interfaces

- Protocols

- User education and training

- Promotion of electronic mail services

- Distributed management of mail services

- Liaison with service providers and user groups
 
1.3 Methods.

To achieve the above objectives, the following means and methods are 
to be used:

- Exchange and dissemination of knowledge and practical experiences 
  regarding messaing services & technology, via e-mail-distribution 
  lists and during occasional meetings of WG-MSG. 

- Task Forces within the area of interest of WG-MSG are authorised 
  to create their own distribution lists.

- Necessary administrative, secretarial and organisational support 
  is provided by RARE Secretariat in accordance with tasks and 
  procedures as agreed on between WG-MSG convenor and RARE-Secretariat.

- Liaise with relevant bodies regarding the availability and quality

1.1 Objectives

The objectives are:

a. To provide a forum for coordination between European operational
   groups

b. To encourage and assist in the deployment of new technology

c. To encourage the adoption of common management practices

d. To give operational advice to other RARE Working Groups

1.2 Scope

The scope of the group includes all operational aspects of networking
within the broad aim of achieving a reliable and inter-operating
European network infrastructure. Particular interests include:

- Service-Level Agreements

- Network Management

- Network Monitoring

- Resource planning and control

- Accounting and charging 

- Operation of Security Policies

1.3 Methods

To achieve the above objectives, the following means and methods are 
to be used:

- Exchange and dissemination of knowledge and practical experiences 
  via e-mail-distribution lists and during occasional meetings 
  of WG-NOP. 

- The creation of small Task Force groups to address specific issues.

- Necessary administrative, secretarial and organisational support 
  is provided by RARE Secretariat in accordance with tasks and 
  procedures as agreed on between WG-NOP convenor and RARE-Secretariat.

- Liaison with network operations activity in other forums (e.g. IETF, 
  RIPE, IEPG) on both a European and global level.

1.1 Objectives

The objectives are:

a. To act as a focus for user-requirements for security 
   technology

b. To study possible technologies and procedures to
   enhance security in a global heterogeneous networking
   environment

c. To investigate and review the development of secure
   applications

d. To promote pilot services which demonstrate the viability
   of security techniques

1.2 Scope

The scope of this group is the basic technology and requirements
of security procedures, rather than the operational details of their
implementation, for example:

- Authentication techniques

- Mechanisms for establishing networks of certification authorities

- Secure applications

1.3 Methods

To achieve the above objectives, the following means and methods are 
to be used:

- Exchange and dissemination of knowledge and practical experiences 
  via e-mail-distribution lists and during occasional meetings 
  of WG-SEC. 

- The creation of small Task Force groups to address specific issues.

- Necessary administrative, secretarial and organisational support 
  is provided by RARE Secretariat in accordance with tasks and 
  procedures as agreed on between WG-SEC convenor and RARE-Secretariat.
