The current policy for issuing PI address space is recorded in the RIPE
document "Provider Independent versus Provider Aggregatable Address
Space" (ripe-127) found at:

The paragraph relating to the issues raised in RIPE 44's LIR WG session,
last week, is:

   Assignment criteria for both kinds of address space will be exactly
   identical with regards to the amount of address space assigned, the 
   registration requirements, etc. This also implies that assigning PI 
   space prefixes longer than 24 bits is perfectly acceptable if the 
   request does not merit 8 bits of address space to be assigned. 

The rest of the policy for IPv4 address space is located in the RIPE
document "IPv4 Address Allocation and Assignment Policies in the RIPE
NCC Service Region" (ripe-234) found at:

We are currently updating the IPv4 policy document and intend to include
the PI policy text in it. This will allow us to mark ripe-127 as
obsolete.
