let's take the upside. i would suggest that there is a non-trivial number of lrhs who would be happy to form a more formal bond with the ncc to ensure their data are correct, and quite willing to pay a modest fee for the services currently provided for free. they just don't want to come under address policies and rights reduction of ncc membership. hence section 2.4. i would further suggest that 2.4 is a way to do reasonable certification of PI holders. randy
