  At a per-unit-of-service level, yes. 
  As we have to pay for the administrative overhead, both at the NCC and at home.

  I doubt the statistical significance of data for 3 x 3 out of a total of a 
  couple of hundred LIRs. Unless I'm told how this sample was selected, of
