An IRC bot could be used to track them and provide them via a web page or
something similar. 
You could use an IRC bouncer (znc.in for example) or a cloud based IRC
service like irccloud.com, so that you can stay connected and get the chat
history.

i think this is good idea to have a place for chit-chat, quick discussion,
community based help-channel.
But i'm not sure, if IRC is the best way for this.
(for example, if your client was disconnected/turned off you cannot track
back the conversation)

Maybe Ripe should create an invite-only facebook chat? Or even more a
website for this, with native app for Android/iOS ?
