You are certainly entitled to charge customers/requestors for the
reimbursement of administrative fees associated with IP address block
request and fulfillment. That cost should probably not be proportional
to the size of the block assigned, as in many cases, the size does not
change your cost of administration.

If your administrative costs, as an LIR, go up as the size of an
assignment does, then so be it.
