This doesn't seem too bad IMO. The regulator seems to be saying
"anyone who uses a number in this proposed VoIP for broadband range
shouldn't expect to rely on it to call emergency services". After all,
this internet stuff is based on ugly things like datagrams and packet
switching that can't deliver the same QoS as the circuit-switched
phone system. :-) I suppose it's a bit like the warnings you get on
some answering machines: "this device can't work as a phone if it
isn't fed mains electricity".
