Maybe it's Q1 one year and Q4 the next. So what? Or maybe the selection thing needs to be started earlier than normal because a co-chair resigns before their term's anniversary. I think that provided a selection event takes place at least once during a calendar year, it shouldn't matter when in that year that process is invoked. It's kind of like an AGM which usually can take place +/- 3 months from the previous one.
