[coc-tf] Heads up: updated draft being announced tomorrow

Karla has got the updated draft up on the website here:

A RIPE Labs article will go up tomorrow and when that is published I
will send an announcement to the RIPE Discussion list, copied to the
Diversity TF list. The Labs article will also be shared on social
media.
