Could you specify lower power CPUs?  Power prices vary widely around the
place, but in IE it would be normal to pay anywhere between €0.20 to €0.30
per kWh (i.e. €1.50 to €2.50 per extra watt per annum).  So even if a lower
power CPU is slightly more expensive, it will pay for itself relatively
quickly, and probably within a 3Y write-off period, and certainly within
the actual service lifetime of the machine.

would suggest 2.5" disks instead.  The smaller disks tend to use less power
than the equivalent 3.5" units, and as most production disk systems these
days tend to use 2.5", it's actually easier to get the smaller units
(although this may not be a huge issue if buying from Dell).
