You found some that do? Which? I haven't found any.
The system is severely broken: the RIRs have been given authority (over
IP space) without the responsibility to match it (ultimate
responsibility for dealing with abuses from it). Naturally enough,
they don't want to do anything about this (who wants more
responsibility, especially when you're getting paid to exercise
authority without it?), and the body in a position to fix it
(ICANN/IANA) is sitting on their thumbs. (I've seen claims that they
are acting behind the scenes, but given how long the current broken
system has remained this broken, any such action so far has been a case
of shipping a few boxes of band-aids to a war zone.)
As in any system where authority and responsibility are severely
mismatched, there are abuses, which will continue to grow until either
authority and responsibility are brought into line with one another or
the whole system collapses. I'd prefer the former, of course, but no
longer hold out much hope for it.
