The responsible contact, or perhaps the legal contact, should be able to be contacted through one or more of the most commonly used mediums. One of these should be in real-time and to a human person, eg phone. I am unable to use e-mail in almost all incidents I respond to simply because it would take too long, or they would never respond. Because phoning cost money, it will always be a better medium than for example MSN since it reduces noise. If your complaint isn't worth your money then the complaint is obviously not that important and you should be able to solve it yourself. The legal contact is often not reachable by email anyway.
