As Mally has said already, RIPE do not allow themselves to recommend
anything. However, there are some practical measures that you can take.

http://www.abuse.net/ has some very useful information.
http://www.cauce.org/
http://mail-abuse.org/
and you will also get some useful data from some of the DBL sites,
particularly http://www.osirosoft.com/
