I'm not at all sure what you are getting at here.

The discussion of these proposals in Brussels and Strasbourg finished
some time ago. And those of use who work in this area followed it for
several years. I've even reported on it to the RIPE Anti-Spam WG on a
regular basis.

But there's nothing in the anti-Spam *legislation* as it is now, that
means that anyone can overcome the possibility of a local transposition
of the Directive by proactive self regulation. This law is now the law,
and everyone will be expected to comply, as you say, by this Autumn. (It
would have been 26th July, like the other four new telecoms Directives,
but the timescale slipped while the last vestiges of the opt-out
campaign were routed).
