It's worse than that. Governments only appear to be able to think about 'law abiding spammers', in other words those people who will Spam if they think the law allows it, but desist if there's not quite a big enough loophole. They completely ignore the problem of outlaws Spamming.This really highlights the failure of the authorities to understand that there is even a problem.
