Two comments:

1. If you want to make this method one of the standard measurements on
   the testboxes, then you should make a proposal to the mat-wg@localhost
   list.  The proposal can be discussed on the list, if there is consensus
   in the working group to do this, then the NCC can be formally asked to
   implement this (probably in close collaboration with you).

2. In order to present this at the IETF, you'd have to contact the ippm@localhost
   list.  If there is sufficient interest in the IPPM Working Group, this
   method can be turned into the standard metric for measuring available
   bandwidth.  Please read the "Tao of the IETF" for more details on the
   process.
