[spoofing-tf] Extra point for the anti-spoofing recommendations

Hi,I was just a bit late during the working group meeting to add the following recommendation. It is a reaction to the suggestion that customers should ask their ISPs to implement source address filtering. The problem for that is that customers don't know anything about this issue and don't read RIPE policies and recommendations. It might therefore be useful to raise a little more awareness among the customers about the importance of anti-spoofing.
