[routing-wg] IPv6 Routing Recommendations.

Hi,

Although I would like to give some firmer guidelines than what is written here, I understand that it will be very hard to get consensus on any given prefix length. Let's try it anyway :)  If it doesn't work I will give my full support to the current wording!

What do you think this:
