Good document.  Well explained, lots of references to explain the background.

The next "task force" would then have to work on specific recommendations
to vendors how to dampen "bad" prefixes, while not harming "normal" 
update processing.

Maybe that's not so hard in the end, if you tweak timers - to be less
sensitive to short-term bursts, while punishing long-term instabilities.
