[ris-int] xrtt failing on me ...

I tried to use xrtt to answer Ulrich Schmid on his question re: riswhois,
but this ticketing system fails on me (it did work before). As I don't have 
time now to fix both riswhois and dive into the mysterious ways of
xrtt, I've replied to Ulrich directly.
