Whenever somebody ask me to get a probe shipped to them, I just redirect them to RIPE Atlas application form. Of course, in more distant parts of the world, I can see some benefit in shipping probes from ambassadors, instead of NCC. In that case I would explicitly ask the hosts not to apply using the application form on the website.
