[ncc-services-wg] Measures to Protect Ukrainian Networks

We already known your and your master's opinion. The problem is neither 
you, nor him do not do any transfers... There is none of your resources 
or transfers, but you speak like all of them are yours.

P.S. Olexandr Fedienko have just filled in parliament a new Ukrainian 
law draft to deny ukrainian ISPs to do IP transfers. "Just because". It 
looks very funny, but it does not.
