At least in some jurisdictions, there would be issues about whether the 
legal address is the correct place.  E.g. it might be a PO box which 
cannot receive certified delivery post for a summons, or the home 
address of a director.  Or it might be that there is no "legal address" 
at all because the entity is an informally constituted organisation, or 
if it is legally constituted, it might not be on the local company 
registration facility for various reasons (e.g. instituted by act of 
parliament, etc).  Or it could be a natural person.  These are all 
situations which crop up regularly in the UK and Ireland.  No doubt in 
the other 70+ countries in the RIPE NCC service region, there will be 
many other variations and complications.

This is not an argument for or against the policy; merely an observation 
that this is a more subtle issue than the proposal admits.
