Perhaps the RIPE NCC can provide some examples so we can understand this. +1 OTOH, if a resource holder, fully aware of the consequences, chooses to make such a request, we should perhaps not propose policy which would force the NCC to decline it. Whether the choice were an informed one might be a concern. /Niall
