Personally, I can see both sides of the debate, and my suggestion would be "have those that use DNSMON pay a fair price for it" ("those" would be "owners/operators of DNS servers that are monitored"). I do think that the RIPE NCC is uniquely qualified to run the job - due to its proven neutrality and competence - but indeed, there is a certain danger of distorting the market, so this should not be "for free".
