The Internet and World Wide Web have brought major benefits in social and economic development worldwide. Both have been built and governed in the public interest through unique mechanisms for global multi-stakeholder Internet cooperation, which have been intrinsic to their success. The leaders discussed the clear need to continually strengthen and evolve these mechanisms, in truly substantial ways, to be able to address emerging issues faced by stakeholders in the Internet. In this sense: - They reinforced the importance of globally coherent Internet operations, and warned against Internet fragmentation at a national level. They expressed strong concern over the undermining of the trust and confidence of Internet users globally due to recent revelations of pervasive monitoring and surveillance. - They identified the need for ongoing effort to address Internet Governance challenges, and agreed to catalyze community-wide efforts towards the evolution of global multi-stakeholder Internet cooperation. - They called for accelerating the globalization of ICANN and IANA functions, towards an environment in which all stakeholders, including all governments, participate on an equal footing. - They also called for the transition to IPv6 to remain a top priority globally. The updated document can be found here: http://www.ripe.net/ripe/docs/ripe-594 2) An update to "Transfer of Internet Number Resources and Change of Members' Official Legal Name" changes section 3.2 - removing the option for non-members to assume the membership of another LIR (when taking possession of its entire network). According to Dutch law, memberships cannot be transferred. Non-members must sign a Standard Service Agreement (SSA) and become members of the RIPE NCC in order to receive transfers of Internet number resources. No memberships have been transferred in this way, the RIPE NCC has always required an SSA to first be in place. Today, we are happy to announce that all address space that was historically transferred to the RIPE NCC from other Regional Internet Registries (RIRs) is also eligible. These ranges are so called "minority" address space, meaning that the full /8 block is managed by one of the four other RIRs, but a subset is managed by the RIPE NCC. LIRs who hold address space in these minority ranges will automatically have those resources added to their certificate, if they already have one. Starting today, they can create Route Origin Authorisations (ROAs) for the BGP announcements that they make with these prefixes. Resource Certification (RPKI) is a free service offered by all RIRs to offer BGP Origin Validation. It allows operators to request a digital certificate containing their Internet number resources and make cryptographically verifiable statements about their intended BGP announcements. These ROAs allow other network operators to make reliable routing decisions. In the RIPE NCC service region, more than 1,600 LIRs have requested a resource certificate and created ROAs for over six /8s worth of address space.
