Dear RIPE NCC members,
At the General Meeting on 26 September 2012, the RIPE NCC membership
voted to approve the RIPE NCC Charging Scheme 2013. Accordingly, Direct
Assignment Users and non-RIPE NCC members that used NRTM and DNSMON
services in 2012 were asked to become RIPE NCC members.
The implementation of this process is now complete. All customers who
did not terminate their service have either completed the process of
becoming a RIPE NCC member or are in the process of doing so.
Of 195 Direct Assignment Users, 166 decided to become RIPE NCC members.
The other 29 decided to terminate their agreement. Of nine non-member
NRTM users, one decided to become a RIPE NCC member and the rest decided
to terminate the service.
All seven non-member DNSMON users decided to become RIPE NCC members.
The RIPE Document "Closure of Member and Deregistration of Internet
Number Resources" has been updated to reflect the fact that there are no
longer Direct Assignment Users. This document is available at:

RIPE Database Proxy Service

The RIPE NCC also requested that users of the RIPE Database Proxy
Service should become RIPE NCC members. Following discussion on this
issue on various mailing lists, it was decided that the proxy service
will retain its 2012 status as a free service available to non-RIPE NCC
members until further membership and community discussions have taken place.

2013 service fees.

2013 key to sign emails from our ticketing system.
Due to technical problems we have to publish a new key which will be
published today, Monday, 14 January 2013.
This 2013 key has been signed by the 2012 key as described in the key

The new 2013 key will be activated Thursday, 17 January 2013.
The original 2012 key will remain valid until Thursday, 31 January 2013.

NCC Regional Meeting will take place at the Aleksandar Palace Hotel in
Skopje, Macedonia, from 22-23 April 2013.

There are two major rugby finals taking place the day after RIPE 66 ends

It is with great pleasure that we invite you to the first ever Middle
East Peering Forum (MPF), scheduled to take place during the twelfth
meeting of the Middle East Network Operators Group (MENOG) on 7 March
2013 in Dubai.
The Internet landscape in the Middle East is changing rapidly and the
development of Internet Exchange Points (IXPs) in the region is one of
the most significant recent developments. What impact will this have on
the current interconnection environment? How will this affect your
business as an Internet Service Provider or network operator? We aim to
discuss these questions and more as part of an interactive, open
discussion with experts from around the globe. The programme will
include thought leaders from a range of industries, including mobile
operators, social networking entities, content providers, data centre
operators, telco operators and IXP operators.
MENOG has initiated the MPF to strengthen and develop the local peering
ecosystem and connect it with the global peering community. The Forum
will bring together peering coordinators, industry representatives and
IXP operators to share technical knowledge and best practices, discuss
industry trends and developments and provide a unique opportunity to
network and initiate new peering arrangements and enhance existing ones.
While the peering community is global, this forum offers the potential
to focus on issues specific to operators in the Middle East. The active
engagement and participation of Internet community members in the region
will help to realize the potential of the MPF.
The MPF will take place on 7 March 2013 at the Radisson Royal Hotel,
Dubai. Attendance is free, and we encourage attendees to register ahead

directly from the LIR Portal, including special members-only features.
This is just the first step of more cross-platform benefits to come,
made possible by logging in to your RIPE NCC Access account.
RIPE Atlas is an active measurement network that collects Internet
performance data from more than 2,400 probes around the globe,
and it is constantly growing. Measurement data is available to anyone
in the form of Internet traffic maps, and volunteers who host a RIPE
Atlas probe earn "credits" they can use to perform their own customised
measurements using the entire RIPE Atlas network.
However, as a RIPE NCC member, your LIR gets special benefits that are
now accessible to you through the LIR Portal:
* You can test your IPv6 reachability by performing 800 traceroutes with
one click

In 2011, the Oxford Internet Institute (OII) carried out the RIPE NCC
Membership and Stakeholder Survey 2011 on our behalf.
There were 825 full responses, the most ever received for a RIPE NCC
survey. The RIPE NCC is extremely grateful to all those who participated
in the survey.
The OII analysed the survey data and produced 52 key findings. Over the
past 18 months, the RIPE NCC examined the key findings and took action
on them where appropriate.
The PDF document detailing all 52 key findings and the actions taken by
the RIPE NCC is now available at:

The document outlines the actions taken by the RIPE NCC so far, but it
should be noted that work continues in all areas.
If you would like to comment on the findings and actions, or on the
document itself, please let us know at .
Any feedback received in the coming weeks would be particularly timely
as we are currently preparing the RIPE NCC Survey 2013. This feedback
will inform the 2013 survey and consequently the actions carried out by
the RIPE NCC in response.
The new survey will launch at the RIPE 66 Meeting in Dublin in May 2013.
