The term of Dave Wilson, who was elected to the NRO NC in January 2007, ends on 31 December 2009. The election to the NRO NC seat will take place during a Plenary session at the RIPE 59 Meeting to be held in Lisbon, Portugal from 5-9 October 2009. All members of the Internet community who are present at the Plenary session may vote in the election. The deadline for nominations is 9 September 2009. Any individual residing within the RIPE NCC service region is eligible for nomination, except Regional Internet Registry (RIR) staff members. Self-nominations are permitted. Further investigation into the loss of service has revealed that the downtime actually started at 21:15 (UTC), Monday, 7 September. The outage was caused by a configuration error of the Apache web server. The RIPE NCC has strict upgrade procedures that our staff follow to prevent this, but they do leave some room for human error, and this outage was the result of such an error. To minimise the chance of this happening again, we plan to include automated monitoring of our Apache configuration syntax to our monitoring system. A separate issue was responsible for the longer than usual time it took to recognise and fix the problem. Our monitoring system is set up to send text messages to a 24/7 engineer in case of outages such as this. From our logs, we can see that the system did indeed try to send an SMS about the outage yesterday at 21:15 (UTC), but was unable to connect to our mobile service provider. To minimise the chance of this happening again, we will reconfigure our monitoring system to fall back to another provider in case a message can not be sent out. I hope that you find this explanation of the cause of the outage and the steps we are taking to prevent it from happening again useful. The LIR Portal, along with several other RIPE NCC online services, was unavailable from 06:30 - 08:30 (UTC), 9 September 2009. The outage was caused by a faulty switch. We have performed emergency patching to fix the problem for now. A replacement switch will be installed this afternoon between 15:00 - 16:00 (UTC). A five-minute interruption to service is expected when we make this change. We apologise for the inconvience this may have caused for you. We are currently working on a project to migrate the LIR Portal to a new architecture, with improved redundancy, which, when implemented, will reduce the likelihood of such events. The proposed Charging Scheme (Version A) includes a fixed fee per independent Internet number resource assignment. However, the RIPE NCC Executive Board notes that there are different opinions on the implications of charging for independent Internet number resources. Therefore, in the event that the proposed Charging Scheme (Version A) is not adopted, the RIPE NCC Executive Board provides for an alternative Charging Scheme (Version B) based on the current Charging Scheme 2009. Version B increases the service fees such that the total revenue generated would equate to the total revenue generated by Version A. The Executive Board would like to stress the importance it attaches to the RIPE NCC continuing to adhere to RIPE policies developed and agreed by the RIPE community. We feel that the alternatives outlined above meet this requirement. Voting for elections of Executive Board members -------------------------------------------------------------- The Executive Board acknowledges the strong interest from RIPE NCC members in being able to vote via electronic means. The Executive Board proposes allowing for electronic voting but initially only for the elections of Executive Board members. The electronic voting will take place at the same time as the on-site voting during the alloted time in the General Meeting, which will in future be webcast. This will allow all members to try out the new procedure and system, and it will provide all of us with information on whether this increases the participation of members. In the future, if a successful system is established, we will extend electronic voting to other resolutions.
