I devide category 5 on two subcategories +131072 and >131072 for best view on situation (look table below). It looks fun LIRs who using 77% resources will pay 7,4% on budget :-). For free market price 10$ rent per year for 1 IP they will have 3,5 bln Euro paying NCC only near 1,9 mln Euro. I like this business! 185000 % of profit! I Think they ready kill anyone of us for these money (it's joke).
