It is.  Attendance at RIPE meetings, joining a WG mailing list, and
indeed, chairing sessions is not related to working for and/or legally
representing a RIPE member.

Not sure right now (quite a few chairs now, and I admit that I never cared
much what company name shows up on their badge, and if that company would
be a RIPE member or not) - but I can attest that a few years ago, at least
two WG chairs did not have ties to an NCC member, and even paid their
RIPE meeting fees out of their personal accounts.  So while somewhat 
nontypical, it does happen.
