I really don't agree with that.

What if there is a donation (some LRHs are non-profit) or the legacy 
resource holder's org is split in two?
The asset is still the same, even if it's split in two. The RIR still has 
no rights over it.
The legacy "feature", imho, is attached to address space, not its 
"owners"... :-)
