I would argue that we have policies that work amazingly well for a very
diverse membership structure across very different countries in the RIPE
land.

IPv4 exhaustion is not something caused by policy, but by people not moving
to IPv6 in time - we had reasonably workable IPv6 allocation and assignment
policies for over 15 years now.
