Your sentence does not parse for me...

But I applaud Nigel for taking this up as an *individual item* to vote
on.   Previously, this was always mixed into "either keep the old scheme
or take the new one that changes <lots of things>", but the members never
explicitely decided on just this single item.

Whatever comes out of this, I think we have very clear guidance what
the members want afterwards, and can then return to build address policy
that achieves the goals set by the AP community, in the monetary framework
set by the members.
