I don't understand this. The RIPE meetings, and the policy making working
group (lir-wg) are open to everybody. This is not tied to being a LIR.
What kind of disadvantage to you see for the IXPs here?

So is C&W (just to pick one example) an enterprise or an IXP?
Yes, I am nitpicking, but if you want to introduce special categories, you
should be able to specify the criteria pretty well.
