You mean each "remote customers' network" will get its own /48, right?
Does it matter how long the fibers are (or, does "remote" matter)? If
a university is spread around a region, but is one administrative entity
("""site""" :-), it will use one /48 for its network. That network may
stretch to remote faculties and buildings and to student dormitories.
Students and employees get one /64. That's sounds like a reasonable
approach too.

So they should all get a /48? Then the university is assigning /48s and
is an ISP. That's another reasonable approach.
