Why would that be a desireable goal?
Sorry to be so direct - but all outcome I can see from this is "delay",
and I do not see any grave danger of having different start dates
for the new policy in different regions. There are other differences
as well (like "what amount of paperwork do I have to sign beforehand",
etc).
