The rules have changed as of the last RIPE meeting.  A pointer to the 
new policy document ("global IPv6 interim policy") should be in the 
LIR-WG mailing list archives.

It is not yet in force, but the action item on the NCC was "make *this*
the official policy, and make it *quick*".
