AW: first allocation

Hello Jens,

as Gerd Doering wrote there started to be a discussion to lower the size
of the first allocation at RIPE-39.

I think at RIPE-40 there was made the desicion to lower it to a /20.
(This was in 10/2001)

This presentation is from Nurani Nimpuno and she held it at the RIPE-40.
