Transferring InterNIC space from ARIN Database to other RIR databases

Definitely yes for "manual referrals" ('look into whois.ripe.net').

I do also think that "automatic referral" (RIR DB A looks it up in RIR DB B
itself and returns the data plus a comment) would be useful.
